§ 28-93.2 SAME — USE BY OTHER THAN MARKED POLICE VEHICLE PROHIBITED.
   The driver of a marked police vehicle is permitted to park that vehicle at the curb in a clearly marked parking space established for a police vehicle. No person shall stop, stand or park a vehicle, other than a marked police vehicle, in a police vehicle zone. Use of the zone shall not be limited to nonemergency police duties.

§ 28-93.3 PARKING ON CERTAIN PROPERTY RESTRICTED TO CITY EMPLOYEES.
   The following area is reserved for parking by the City of Flint employees whose vehicles display a proper employee identification sticker authorized by the City Administrator of the City of Flint: A triangular shaped area bounded by Stevens Street on the West, East Fifth Street on the north and the I-475 Freeway on the east and south.

§ 28-94 STOPPING, STANDING OR PARKING PROHIBITED IN CERTAIN PLACES; PARKING ZONES ON FILE.
   (a)   Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer, or official traffic-control device, no person shall:
      (1)   Stop, stand or park a vehicle:
         a.   On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
         b.   On a sidewalk;
         c.   Within an intersection;
         d.   On a crosswalk;
         e.   Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the Traffic Engineer indicates a different length by signs or markings;
         f.   Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
         g.   Upon any bridge or other elevated structure upon a highway or within a highway tunnel;
         h.   On any railroad tracks;
         i.   At any place where official signs prohibit stopping;
         j.   Within five hundred (500) feet where fire apparatus has stopped in answer to a fire alarm; or
         k.   Within five hundred (500) feet of any traffic accident or other emergency situation when police officers are in attendance, provided that motor buses, for the purpose of taking on or discharging passengers, may be stopped in the places designated as bus zones, or on the highway side of a vehicle illegally parked in a legally designated bus loading zone.
      (2)   Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
         a.   In front of a public or private driveway;
         b.   Within fifteen (15) feet of a fire hydrant;
         c.   Within twenty (20) feet of a crosswalk at an intersection;
         d.   Within thirty (30) feet upon approach to any flashing signal, stop sign or traffic- control signal located at the side of a roadway;
         e.   Within twenty (20) feet of the driveway entrance of any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of such entrance when properly sign-posted; or
         f.   At any place when official signs prohibit standing.
      (3)   Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers:
         a.   Within fifty (50) feet of the nearest rail of a railroad crossing;
         b.   At any place where official signs prohibit parking;
         c.   In any place or in any manner so as to block or hamper the immediate use of and immediate egress from any emergency exit or exits conspicuously marked as such of buildings;
         d.   In any place or in any manner so as to block or hamper the immediate use of and immediate egress from any fire escape conspicuously marked as such providing an emergency means of egress from any building.
      (4)   A vehicle shall not be parked in a parking space clearly identified by an official sign as being reserved for use by handicappers, which is on public property or private property open to use by the public, unless the vehicle has identification issued by the Michigan Secretary of State or similar identification issued by another State properly displayed, indicating that the vehicle has been certified as being used by a handicapper.
         Any person who is the owner or managing agent for private property available for public use may apply to the Department of Public Works, Building and Safety Inspections Division for help in establishing posted handicapper parking spaces.
   (b)   The Flint Police Department may provide for the immediate removal of a vehicle parked in a posted tow-away zone in violation of this section to a place of safekeeping at the expense of the registered owner of the vehicle, pursuant to § 28-38 of the Code of the City of Flint.
   (c)   No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such distance as is unlawful.

§ 28-94.1 PENALTY FOR VIOLATION OF § 28-94(a)(4).
   Violation of the provisions of § 28-94(a)(4) of the Code of the City of Flint shall be a civil infraction, and for any person being found responsible for such a civil infraction a fine shall be imposed in the minimum amount of one hundred dollars ($100.00) or the maximum fine allowable by State law unless the fine is suspended or waived in the discretion of the Court due to a grave injustice.

§ 28-95 RESERVED.
§ 28-96 EXEMPTION OF CERTAIN PERSONS.
   Any vehicle displaying identification issued by the Michigan Secretary of State or similar identification issued by another State indicating that such vehicle has been certified as being used by a handicapper shall be entitled to parking for such motor vehicle free of charge in off-street lots administered by the City of Flint or the Downtown Development Authority and on any of the streets or parts of streets, including metered and time limit areas, but not in prohibited parking areas, in accordance with the limitations, restrictions and/or prohibitions placed on parking by this Code or other ordinance or by State law.

§ 28-97 PARKING OR STANDING FOR CERTAIN PURPOSES PROHIBITED.
   No person shall stand or park a vehicle upon any highway for the principal purpose of:
   (a)   Displaying it for sale or advertising display.
   (b)   Washing, greasing or repairing such vehicle, except for repairs necessitated by an emergency.
