No person shall stop, stand or park any vehicle upon a street, highway or alley in such manner or under such conditions as to leave available space less than sixteen (16) feet of width of the roadway for free movement of vehicular traffic; except that a driver may stop temporarily during the actual loading or unloading of passengers or when necessary in obedience of traffic regulations or traffic signs or signals or a police officer.

No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway, headed in the direction of travel and with the curb side wheels of the vehicle within twelve (12) inches of the edge of the roadway or curb; except, that on one-way streets, where parking is permitted, any vehicle may be parked on either side headed in the direction of travel.

No vehicle shall be permitted to stand in front of the entrance or exit of any theater, church, or building designated to be a building in which a large number of people are accustomed to gather, except for the purpose of stopping to take on or discharge passengers or merchandise.

(a) The City Traffic Engineer is hereby authorized to determine and designate by proper signs places in which the stopping, standing, or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
(b) When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand, or park a vehicle in any such designated place.
