§ 28-14 LIMITATION ON NUMBER OF PERSONS OCCUPYING FRONT SEAT; SITTING ON DRIVER’S LAP PROHIBITED.

   Not more than three (3) persons shall occupy the front or driver’s seat of a motor vehicle, unless it is specifically built and intended by the manufacturer to seat more than three persons; and no person, adult or minor, shall be seated in the lap of the driver, nor shall the driver be seated in the lap of any person when the motor vehicle is in motion.

§ 28-15 USE OF HAND-HELD CELLULAR PHONES WHILE DRIVING PROHIBITED.

   (a)   No City of Flint employee shall use a hand-held cellular telephone while operating a moving motor vehicle that is owned by the City or used in conducting any business for or on behalf of the City.

   (b)   No operator of a school bus, taxi, or other common carrier shall use a hand-held cellular telephone while operating a moving motor vehicle.

   (c)   This section shall not be construed to prohibit the use of a cellular telephone to call for emergency medical assistance, to report a traffic accident or traffic hazard, to report a crime, or to make similar emergency calls.

§ 28-16 TOWING LIMITATIONS — PASSENGER VEHICLES.

   No passenger vehicle shall be driven upon any highway drawing or having attached thereto, more than one other vehicle or trailer.

§ 28-17 SAME — OTHER VEHICLES.

   No motor truck or tractor, or other motor propelled vehicle shall haul more than one trailer and one semitrailer at any one time.

§ 28-18 BOARDING OR ALIGHTING FROM MOVING VEHICLES.

   No person shall board or alight from any bus or vehicle while such bus or vehicle is in motion.

§ 28-19 HITCHING TO OR CLIMBING ON VEHICLE.

   No person shall hitch or climb onto any moving vehicle either with or without the consent of the operator.

§ 28-20 RIDERS ON BICYCLES, ROLLER SKATES AND THE LIKE HITCHING ONTO MOTOR VEHICLES.

   No person about to operate or operating a motor vehicle on the roadway of any street in the City of Flint shall permit any minor to attach himself or herself to any such motor vehicle while such minor person is riding, propelling or operating any bicycle, roller skates, wagon, sled, ice skates, toboggan, or any other vehicle or device similarly propelled or operated on wheels or rollers.

   Any person riding upon a bicycle, motorcycle, motor-driven cycle, coaster, wagon, sled, roller or ice skates, or any toy vehicle, shall not attach the same or himself or herself to any moving vehicle upon any street or highway.
