§ 28-7  ENFORCEMENT; DIRECTING TRAFFIC IN EMERGENCY.
   The Chief of Police shall enforce the provisions of this ordinance and the regulations adopted by him and/or the Traffic Engineer hereunder. Subject to provisions hereof it shall be the duty of the Police Department to direct and control traffic of vehicles and pedestrians.
   In case of a fire, or other emergency, or in case of a parade or other concourse of people, the Police Department shall direct traffic and erect signs as conditions may require, notwithstanding the provisions of this or any other ordinance.
