The provisions of this ordinance shall apply to any driver of any vehicle owned by or used in the service of the United States government, this State, County or City, and it shall be unlawful for any such driver to violate any of the provisions of this ordinance, except as otherwise permitted in this ordinance or by State statute.

The provisions of this ordinance regulating the operation, parking and standing of vehicles shall apply to authorized emergency vehicles, as defined in this ordinance, except as follows. A driver when operating any such vehicle in an emergency, except when otherwise directed by a police officer, may:
(a) Park or stand notwithstanding the provisions of this ordinance.
(b) Proceed past a red or stop signal or stop sign, but only after slowing down as may be necessary for safe operation.
(c) Exceed the speed limit so long as he does not endanger life or property.
(d) Disregard regulations governing direction of movement or turning in specific directions so long as he does not endanger life or property.
The foregoing exceptions shall not, however, operate to relieve the driver of an authorized emergency vehicle from the duty to drive with due regard for the safety of all persons using the highway.

The Chief of Police shall enforce the provisions of this ordinance and the regulations adopted by him and/or the Traffic Engineer hereunder. Subject to provisions hereof it shall be the duty of the Police Department to direct and control traffic of vehicles and pedestrians.
In case of a fire, or other emergency, or in case of a parade or other concourse of people, the Police Department shall direct traffic and erect signs as conditions may require, notwithstanding the provisions of this or any other ordinance.

The Chief of Police of the City of Flint may authorize persons other than police officers of the City of Flint to issue parking violation notices as defined in Section 742(8)(a) of Public Act 66 of 1979, being MCLA § 257.742(8)(a), and MSA § 9.2442, for parking violations designated as civil infractions and committed contrary to the provisions of the Flint City Code.
The Chief of Police shall obtain a receipt from each non-police officer to whom a parking violation notice book has been issued upon a form created for this purpose.
No person shall be authorized to issue parking violation notices unless he has received training in the pertinent procedures and ordinances of the City of Flint at the Flint Police Regional Training Academy, and works under the supervision of a person who, even though not regularly employed by the Police Department, has been fully trained as required by the Michigan Law Enforcement Officers Training Council Act.

(a) No person shall stop, stand, park, display or operate any vehicle on any street displaying sign or lettering advertising said vehicle for sale; display of such sign or lettering shall be prima facie evidence of intent to violate this section.
(b) No person shall stop, stand, park, or operate any vehicle on any street for the primary purpose of advertising.

The driver of a vehicle upon a highway shall yield the right-of-way to ambulances, Police and Fire Department vehicles, when they are operated upon official business, and the vehicle is equipped with at least one lighted lamp exhibiting a red or blue light visible under normal atmospheric conditions from a distance of 500 feet to the front of such vehicle, and when the driver is giving audible signal by siren, exhaust whistle or bell.
(a) Upon the approach of any emergency vehicle giving audible signal by bell, siren or exhaust whistle and exhibiting a red light visible from the front of such emergency vehicle, the driver of every other vehicle shall immediately drive same to a position as near as possible and parallel to the right-hand edge or curb of the highway, clear of any intersection of highways, and shall stop and remain in such position unless otherwise directed by a police officer until the emergency vehicle shall have passed.
(b) It shall be unlawful for the driver of any vehicle other than one on official business to follow any fire apparatus traveling in response to a fire alarm closer than 500 feet or drive into or park such vehicle within 500 feet where fire apparatus has stopped in answer to a fire alarm.
