§ 28-7 ENFORCEMENT; DIRECTING TRAFFIC IN EMERGENCY.
   The Chief of Police shall enforce the provisions of this ordinance and the regulations adopted by him and/or the Traffic Engineer hereunder. Subject to provisions hereof it shall be the duty of the Police Department to direct and control traffic of vehicles and pedestrians.
   In case of a fire, or other emergency, or in case of a parade or other concourse of people, the Police Department shall direct traffic and erect signs as conditions may require, notwithstanding the provisions of this or any other ordinance.

§ 28-7.1 AUTHORITY TO PERSONS OTHER THAN POLICE OFFICERS TO ISSUE PARKING VIOLATION NOTICES.
   The Chief of Police of the City of Flint may authorize persons other than police officers of the City of Flint to issue parking violation notices as defined in Section 742(8)(a) of Public Act 66 of 1979, being MCLA § 257.742(8)(a), and MSA § 9.2442, for parking violations designated as civil infractions and committed contrary to the provisions of the Flint City Code.
   The Chief of Police shall obtain a receipt from each non-police officer to whom a parking violation notice book has been issued upon a form created for this purpose.
   No person shall be authorized to issue parking violation notices unless he has received training in the pertinent procedures and ordinances of the City of Flint at the Flint Police Regional Training Academy, and works under the supervision of a person who, even though not regularly employed by the Police Department, has been fully trained as required by the Michigan Law Enforcement Officers Training Council Act.

§ 28-8 OBEDIENCE TO POLICE OFFICERS.
   No person shall willfully fail or refuse to comply with any lawful order or direction of a police officer.

§ 28-9 USE OF VEHICLES FOR ADVERTISING PROHIBITED.
   (a)   No person shall stop, stand, park, display or operate any vehicle on any street displaying sign or lettering advertising said vehicle for sale; display of such sign or lettering shall be prima facie evidence of intent to violate this section.
   (b)   No person shall stop, stand, park, or operate any vehicle on any street for the primary purpose of advertising.

§ 28-10 RIGHT-OF-WAY FOR EMERGENCY VEHICLES; FOLLOWING OR PARKING NEAR FIRE APPARATUS.
   The driver of a vehicle upon a highway shall yield the right-of-way to ambulances, Police and Fire Department vehicles, when they are operated upon official business, and the vehicle is equipped with at least one lighted lamp exhibiting a red or blue light visible under normal atmospheric conditions from a distance of 500 feet to the front of such vehicle, and when the driver is giving audible signal by siren, exhaust whistle or bell.
   (a)   Upon the approach of any emergency vehicle giving audible signal by bell, siren or exhaust whistle and exhibiting a red light visible from the front of such emergency vehicle, the driver of every other vehicle shall immediately drive same to a position as near as possible and parallel to the right-hand edge or curb of the highway, clear of any intersection of highways, and shall stop and remain in such position unless otherwise directed by a police officer until the emergency vehicle shall have passed.
   (b)   It shall be unlawful for the driver of any vehicle other than one on official business to follow any fire apparatus traveling in response to a fire alarm closer than 500 feet or drive into or park such vehicle within 500 feet where fire apparatus has stopped in answer to a fire alarm.

§ 28-12 OBSTRUCTIONS TO DRIVER’S VISION; WINDSHIELD WIPERS AND WASHERS.
   (a)   No person shall drive a vehicle when it is so loaded as to obstruct the view of the driver to the front or sides of the vehicle, or so as to interfere with the driver’s control over the driving mechanism of the vehicle.
   (b)   No person shall drive a motor vehicle without having an unobstructed view to the rear of their vehicle by direct view or by mirror. Windshields in front of a driver shall be of a clear, transparent substance, free from cloudiness, moisture or vapor, and kept clear of snow, ice, rain, dirt or any dangling ornament or other suspended object, except as authorized by law, which in any way obstructs the vision of the driver of the vehicle.
   (c)   No person shall drive any vehicle upon a highway with any sign, poster or other nontransparent material upon the front windshield, side wings, side or rear windows of such motor vehicle other than a certificate or other paper required to be so displayed by law. Every windshield on a motor vehicle shall be equipped with a device for cleaning rain, snow or other moisture and dirt from the windshield, which device shall be so constructed as to be controlled or operated by the driver of the vehicle and from within the vehicle, and such windshield wiper shall be maintained in good working order.
   (d)   No motor vehicle licensed as such, and manufactured after January 1, 1956, shall be operated on the highways unless it is equipped with a windshield washer maintained in operable condition at all times and capable of cleaning the windshield in such a fashion as to leave the driver with a clear view of the highway or any intersecting highway.
