ARTICLE I. IN GENERAL
In conformity with Section 3-205 of the Charter, the City Council, or any committee of the City Council authorized by the City Council, shall have the power to investigate into the affairs of the City and the conduct of any City agency.

No executive department required or permitted by the Charter of the City of Flint shall be created or reorganized without the prior authorization of the Flint City Council.
Violation of this ordinance is considered a misdemeanor, punishable by a $500.00 fine and/or 90 days in jail.
