Original appointments to the such Commission shall be for one, two, three, four, five and six-year terms, with one-sixth of the terms expiring annually. Appointments made to fill terms expiring in 1977 and thereafter shall be for five-year terms. Vacancies for any reason shall be filled for unexpired terms by the Mayor with the approval of the City Council.
