(a) Historic districts may be established only by enactment of an ordinance. Before such establishment, a Historic District Study Committee, containing representation from any existing historical preservation society, shall be appointed by the City Council. The Historic District Study Committee shall conduct studies and research and make a report on the historical, architectural, and archaeological significance of districts, sites, buildings, structures, objects, open spaces, and features in the City. The report shall contain recommendations concerning the area to be included in the proposed historic district. Copies of the report shall be transmitted for review and recommendations to the City Planning Commission, Michigan Historical Commission and the State Historical Advisory Council. Sixty (60) days after the transmittal, the Historic District Study Committee shall hold a public hearing. Not less than fourteen (14) days prior to the date of the public hearing, the owners of all properties to be included in the historic district shall be given written notice of the hearing.
After the hearing, the Committee shall submit a final report with its recommendations and those of the City Planning Commission and a draft of a proposed ordinance to the City Council.
(b) The following historic districts are hereby established.
