§ 2-104  AUTHORITY OF DIRECTOR TO ADOPT RULES AND REGULATIONS NECESSARY FOR PERFORMANCE OF DUTIES.
   The Director of Finance shall, with the approval of the Mayor, have authority to adopt such rules and regulations as may be necessary for the performance of his duties.
