The City Council shall, by resolution, determine the use of space within City Hall and within City buildings adjacent thereto. Such determination for allocation or reallocation of space shall be made annually in connection with the approval of the budget of the City of Flint and at such other times as requested by the Mayor of the City of Flint with the approval of the City Council.
