§ 2-105  DIVISIONS OF DEPARTMENT.
   There shall be in the Department of Finance, two divisions, viz: Assessments and Treasury. The Director shall, with the approval of the Mayor, have authority to establish such other divisions in said Department of Finance as shall be necessary to carry out the duties herein prescribed.
   (a)   The Chief of the Division of Assessments shall be known as the City Assessor who shall be appointed in accordance with Section 4-401 of the Charter of the City of Flint. It shall be the duty of the Assessor to assess all real and personal property in the City of Flint at the times and in the manner provided by the laws of the State of Michigan and the Charter of the City for the assessment of the same; to prepare and extend all tax rolls for the levying and collection of taxes in the City;
   Present the tax rolls, when approved by the Board of Review, the Mayor and the City Clerk to have attached thereto their warrant for the collection by the City Treasurer of the taxes enumerated therein, and deliver such tax rolls with such warrant attached, to the City Treasurer. He shall also prepare and extend all assessment rolls for the collection of the cost of public improvements when the cost of such public improvements is to ve assessed against the particular property deemed specially benefited thereby and after a hearing is had on each of such assessment rolls as hereinafter provided, and after the warrant of the Mayor and the City Clerk is attached hereto for the collection thereof, deliver the same to the City treasurer for collection. He shall perform such other duties as may be required by the Charter of the City of Flint, the laws of the State of Michigan, by this Code or as directed by the Mayor.
      (1)   The City Assessor shall have the authority to appoint all subordinates and employees within the Division of Assessments.
      (2)   The City Assessor shall, with the approval of the Mayor, have the authority to adopt such rules and regulations as may be necessary for the performance of his duties.
   (b)   The Chief of the Division of Treasury shall be known as City Treasurer who shall be appointed in accordance with Section 4-401 of the Charter of the City of Flint. He shall be the custodian of all public monies of the City; he shall collect all income taxes; he shall collect all taxes and special assessments levied by proper authority upon the real and personal property in the City; and he shall receive all monies payable to or receivable by the City, except as herein otherwise provided. All monies received for the City by any other officer or employee of the City, except as herein otherwise provided, shall be paid into the City Treasury in accordance with such rules as may be made by the Director of Finance. No monies of the City shall be paid out except on the warrant on the City Treasurer, countersigned by the Director of Finance. All monies of the City shall be deposited with responsible banking institutions organized under the laws of the State of Michigan or the laws of the United States of America, on such terms and with such security as shall be prescribed by this Code and the general laws of the State of Michigan.
      (1)   The City Treasurer shall have the authority to appoint all subordinates and employees within the Division of Treasury.
      (2)   The City Treasurer shall, with the approval of the Mayor, have the authority to adopt such rules and regulations as may be necessary for the performance of his duties.
