§ 2-113 APPOINTMENT OF SUBORDINATES AND EMPLOYEES.

   The Director of Public Works and Utilities shall have the authority to appoint all subordinates and employees within the Department of Public Works and Utilities pursuant to personnel policies of the City developed pursuant to the provisions of Section 4-302 of the Charter of the City of Flint.

§ 2-114 PROMULGATION OF RULES AND REGULATIONS FOR OPERATION OF DEPARTMENT.

   The Director of Public Works and Utilities with the approval of the Mayor, shall promulgate rules and regulations necessary for the efficient administration and operation of such Department, such rules to be adopted in the manner prescribed in Section 1-801 of the Charter of the City of Flint.

§ 2-120 APPROVAL OF APPLICATION OF CERTAIN INDIVIDUALS TO INCORPORATE.

   The application of Thomas Kay, Leo A. Greene and George Whyel to incorporate an Economic Development Corporation of the City of Flint, and the articles of incorporation attached thereto, are hereby approved.

§ 2-121 COPY OF ARTICLES TO BE FILED WITH SECRETARY OF STATE.

   Upon this ordinance taking effect, the City Clerk is hereby directed to file a copy of this ordinance with the Secretary of State of the State of Michigan.

§ 2-122 APPLICANTS TO PROCEED TO INCORPORATE UPON FILING.

   That upon the filing as provided for in § 2-121 hereof the applicants named in § 2-120 above shall proceed to incorporate the Economic Development Corporation of the City of Flint as a public corporation pursuant to Act 338 of the Public Acts of 1974, as amended.

§ 2-123 ARTICLE VOID IF INCORPORATION NOT ACCOMPLISHED WITHIN 90 DAYS AFTER EFFECTIVE DATE.

   In the event the incorporation as provided for in § 2-122 above does not take place within ninety (90) days after the effective date of this ordinance, then and in that event, this ordinance shall be void and of no force and effect.
