For the purposes set forth in § 2-1, the City Council shall have the power to subpoena witnesses, administer oaths and compel the attendance of witnesses and the production of books, papers and other evidence. Subpoenas shall be issued in the name of the people of the City of Flint and shall be signed and sealed by the City Clerk.
