For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section.
HORSE DRAWN CARRIAGE. A horse drawn vehicle operating for hire, so designed and constructed to comfortably seat not more than six (6) adult passengers within the interior.
LOADING ZONE. Any portion of a street, alley or public place in the City which has been set apart and designated as a place for taxicabs, of motor vehicles, or other vehicles for hire, to take on or discharge passengers.
MOTOR VEHICLES FOR HIRE. A motor vehicle having a seating capacity to accommodate a maximum of ten (10) passengers or less and used for the transportation of persons for hire at rates computed on an hourly basis.
OWNER. Any person owning and operating a vehicle for hire.
TAXICAB. A taxicab is a motor vehicle having a seating capacity to accommodate a maximum of seven (7) or less passengers and used for the transportation of persons for hire at rates computed on a mileage basis.
TAXICAB COLOR CODE. A taxicab color code is a sole color or colors selected by an owner or authorized agent to represent said taxicab service while operating for hire.
TAXICAB MARKING. A taxicab or motor vehicle marking means permanent, conspicuous, painted letters no less than four inches in diameter affixed to both front doors and the upper rear portion of the taxicab or motor vehicle for hire, which identifies the taxicab service.
TAXICAB or MOTOR VEHICLE FOR HIRE, CLEAR PLASTIC FRAME. An enclosure installed in plain plastic view to display driver’s public driver’s license.
TAXICAB ROOF LIGHT. A taxicab roof light is a functional electric light installed on the roof of the taxicab, which while on shall represent availability for hire.
TAXIMETER. A mechanical instrument or device by which the charge for hire is mechanically calculated upon which such charge shall be indicated by means of figures.
TAXI STAND. Any portion of a street, alley or public place within the City which has been set apart and designated for the use of taxicabs or motor vehicles for hire.

DIVISION 2. TAXICABS
(a) All owners or authorized agents shall select a taxicab color or colors to represent said taxicab service. No color or colors shall be duplicated. The color or colors selected shall be designated as the owner or authorized agent’s sole colors while operating as a taxicab service. Taxicab colors shall be registered upon filing for an application for license to operate. No person shall operate or permit to be operated as a taxicab, that does not comply with the provisions of this section.
(b) Taxicab companies currently operating vehicles with colors other than those authorized under this section will be allowed to continue to operate those vehicles. All vehicles acquired after the adoption of this ordinance will be of the color designated on the registration filed with the City Clerk’s office.

A taxicab shall have permanent, conspicuous, painted letters affixed to both front side doors. The owner or authorized agent’s name, phone number, and cab identification number shall appear. The letters must measure no less than four (4) inches in diameter, and shall be highly visible to the public. Taxicab markings shall be registered upon filing an application for license to operate. No person shall operate or permit to be operated a taxicab, that does not comply with the provisions of this section.

Taxicab or motor vehicles for hire shall have installed in plain public view a clear plastic frame. This frame shall be used to enclose and display the driver’s public license while operating for hire. The public driver’s license granted shall contain a true photograph of the licensee, the licensee’s name, residence, age, height, weight, color of hair, color of eyes, and his signature. No person shall operate, or permit to be operated a taxicab, that does not comply with the provisions of this section.

(a) It shall be unlawful for any person to operate a taxicab for hire within the City unless such taxicab is equipped with a partition extending from a point flush with the left-hand side of such taxicab across the back of the front seat(s) to a point flush with the right- hand side of such taxi, and from a point flush with the top of the front seat(s) to a point not more than three (3) inches from the top of such taxicab. Such partition shall be of such material and shall be installed so as to prevent any passenger from reaching the driver of the taxicab from any point in the rear seat separated from the driver by the partition.
(b) Taxicab companies currently operating vehicles without a partition or a partition not in compliance with this section will be allowed to continue to operate vehicles. All vehicles acquired after the adoption of this ordinance shall be equipped with a partition which is in compliance with the requirements of this section.
