That the City Council of the City of Flint deems it necessary to protect its public streets and sidewalks and to protect the public users of said streets and sidewalks against uses and interference by private commercial businesses operating upon the streets and sidewalks, and it appears to the best interests of the City that such use and interference should be prohibited.

It shall be unlawful for any person, persons, firm or corporation, on any public street or sidewalk in that portion of the City of Flint bounded on the south by Court Street and on the north by Second Avenue, and within a radius of two blocks east and west of Saginaw Street, to take any pictures, photographs or snapshots by any process whatsoever of any person and offer to furnish to such person or to any person selected by him a copy of the picture so taken for a consideration in any form. The passing out of written, printed, typewritten or mimeographed matter, or the giving of oral information concerning the means by which a copy of the picture taken may be obtained is hereby defined to be an offer to furnish a copy of the picture taken for a consideration.

The provisions of this ordinance shall not be intended to include the taking of pictures, photographs or snapshots solely for the purpose of reproduction in a book, newspaper, magazine or legitimate periodical, and the sale of any book, newspaper, magazine or legitimate periodical containing any such picture likewise shall be deemed not within the scope of this ordinance.

ARTICLE XXV. FREIGHT CARRIERS
No person shall operate or engage in the business of operating within the limits of the City of Flint any dray, express wagon or vehicle for hire for the transportation of any freight or express, parcels or baggage without a license for that purpose from the City of Flint issued by the City Clerk.

Any person desiring to engage in the business of, or in operating any such dray, express wagon or vehicle for the carriage of freight, express, parcels, or baggage for hire, shall before operating or engaging in such business apply to the City Clerk for a license and shall pay to the City Clerk at the time of making such application the sum specified in Chapter 26 of this Code for each motor-driven vehicle, and the City Clerk shall thereupon issue a certificate under his hand and the seal of the City to such applicant which certificate shall be numbered, and before engaging in business the vehicle for which such license shall be obtained shall have displayed on each side thereof, in letters and figures not less than three inches in length, the words: “License No. ;” followed by the number stated in such certificate.
