§ 12-136 DEFINITIONS.
   For the purpose of this article club shall be as follows:
   CLUB. An association, whether incorporated or unincorporated, the majority of whose members shall be citizens for the promotion of some common object not including an association organized for a commercial or business purpose, the object of which is money profit; such an association which maintains, owns, hires or leases a building or space in a building or which furnishes to its members and/or guests any premises or place where members and/or guests may engage in the drinking of alcoholic liquor for any CONSIDERATION.
   As used in this definition of CLUB, CONSIDERATION is defined to include any fee, cover charge, the storage of alcoholic liquor, the sale of food, ice, mixers or other liquids used with alcoholic drinks, or the furnishing of glassware or other containers for use in the consumption of alcoholic liquor in conjunction with the sale of food.

§ 12-137 REQUIREMENTS OF OWNER.
   It shall be the duty of the owner or operator of any club to:
   (a)   Keep the premises free of debris and litter;
   (b)   Prevent excessive noise and rowdiness;
   (c)   Maintain peace, order and safety on the premises;
   (d)   Close and secure the premises, including any driveways leading to or from the premises at all times which are not open or in operation;
   (e)   Provide regular ground maintenance of the premises.

§ 12-138 HOURS OF OPERATION.
   A club shall not be open or operate between the hours of 2:00 a.m. and 7:00 a.m.

ARTICLE XVIII. FILLING STATIONS
DIVISION 1. GENERALLY
§ 12-139 PERMIT TO OPERATE REQUIRED.
   It shall be unlawful for any person being the owner of or in control of any filling station in the City of Flint to operate or maintain a filling station in such place until a permit shall have been obtained from the City Clerk by authority of the City Council of said City, or to operate and maintain such filling station after such permit, when granted, shall have been revoked by the City Council. No permit for the operation of a filling station shall hereafter be issued which would permit existence of more than two filling stations at any street intersection having four or more corners; nor will a permit be issued for the operation of a filing station if the site at which such operation is proposed is within 300 feet of an existing building constructed for the purpose of conducting such a business, whether or not said building is actually being used for that purpose; provided, however, that any building constructed as a filling station which has been converted to another use, shall not be considered in determining the existence of a filling station within the restricted area.

§ 12-140 SAME — APPLICATION; REVOCATION; NONTRANSFERABLE.
   Any person desiring to operate a filling station in the City of Flint shall make, or cause to be made, an application in writing to the City Council of said City, signed by the owner or person in control of the place where such filling station is proposed to be operated, for a permit to operate the filling station, stating the location thereof, which application shall contain the further statement that the permit, if granted, will be accepted on condition that the same may be revoked by the City Council whenever the City Council may deem it necessary for the public safety of the City of Flint which permit, if granted, shall not be transferable without the consent of the City Council.
