Permits for vehicles shall be of two types, “regular” for those vehicles which require frequent and regular use of the movement or landing areas for the conduct of airport business, and “special” for all other vehicles for which a need to use the movement and landing area has been demonstrated. Special permits shall be for a given number of trips, or a specific length of time. Permits shall be displayed at all times upon the vehicle to which issued, and designed for easy identification.

In order to qualify for a regular permit a vehicle must be equipped with:
(a) A functioning two-way radio capable of conversation with the airport control tower on ground control frequency; and
(b) A flashing red light placed upon the highest part of the vehicle, to be continuously operating while within the movement and landing areas.
Mowers, light tugs and airline gate service vehicles shall be exempt from the requirements set forth in subsection (a) above.

Unless the vehicle is equipped with a flashing red light as provided in § 5-24(b) above, no special permit shall be valid during the hours of darkness; and unless equipped with the radio provided in § 5-24(a) above, no vehicle with a special permit shall enter or use the movement or landing areas unless escorted by a vehicle so equipped, or specially directed and authorized by the Director of Aeronautics or airport control tower.

Drivers of all vehicles in the movement and landing areas shall yield the right-of-way at all times to any aircraft, whether taxiing or airborne. Drivers shall maintain a sharp lookout for aircraft at all times, and shall operate and park vehicles in a safe and courteous manner.

No vehicle shall cross the landing area until specific approval for the movement has been received from the airport control tower. No vehicle shall be operated along any runway without the same specific approval. Prior to crossing runways or taxiways, drivers shall remain behind the holding markers provided.

In the movement and landing areas air traffic light signals may be used in case of radio failure, or to communicate with nonradio equipped vehicles. All drivers shall be familiar with and observe such signals. Signals for use of ground vehicles are:
(a) Steady green. Cleared to proceed.
(b) Steady red. Stop and hold; wait for green signal.
(c) Alternating red and green. General warning, to be followed by steady light of appropriate color.
(d) Flashing red. Clear runway immediately.
(e) Flashing white. Return to starting point for further instructions.

In addition to the provisions of Chapter 28, the following special provisions shall apply to the airport.
(a) On ramps and aprons, except as otherwise posted, the maximum speed shall be fifteen (15) miles per hour.
(b) All parking shall be at places and in the manner indicated by posted signs.
(c) Loading and unloading of passengers at the airport shall be in places designated by the Director of Aeronautics, and nowhere else.
