Except for fire, crash or emergency vehicles answering a call, only those vehicles, excluding bicycles, motorcycles and motor scooters, shall enter or use the movement or land areas of the airport which have been issued permits therefor by the Director of Aeronautics, in accordance with the requirements set forth in this ordinance.
