Unless the vehicle is equipped with a flashing red light as provided in § 5-24(b) above, no special permit shall be valid during the hours of darkness; and unless equipped with the radio provided in § 5-24(a) above, no vehicle with a special permit shall enter or use the movement or landing areas unless escorted by a vehicle so equipped, or specially directed and authorized by the Director of Aeronautics or airport control tower.
