No air meets, aerial demonstrations or other special activities, whether on the ground or in the air, shall be held at the airport other than by permit granted by the City Council. Prior to the issuance of any such permit, the applicant shall deposit with the City Clerk an indemnification agreement holding harmless the City against all liability which may arise from the applicant’s activities, together with a policy or certificate of insurance protecting the City and third persons, in amounts determined by the City Council and in companies and in a form satisfactory to the Chief Legal Officer.

All organizations based or having facilities at the airport shall keep posted in a conspicuous location a copy of the regulations contained in this ordinance. A copy of these regulations shall be posted in conspicuous places in the public areas of the airport. The Director of Aeronautics shall be charged with the enforcement of this ordinance.

ARTICLE II. MOTOR VEHICLE REGULATIONS
The roads, walks and ways of the airport, excluding those located upon premises under lease to others by the City, are declared to be “public rights- of-way, streets, highways, alleys, and public places,” as defined in Chapter 28, and fully subject to all of the provisions thereof, and to the additional provisions of this ordinance.

Except for fire, crash or emergency vehicles answering a call, only those vehicles, excluding bicycles, motorcycles and motor scooters, shall enter or use the movement or land areas of the airport which have been issued permits therefor by the Director of Aeronautics, in accordance with the requirements set forth in this ordinance.

Permits for vehicles shall be of two types, “regular” for those vehicles which require frequent and regular use of the movement or landing areas for the conduct of airport business, and “special” for all other vehicles for which a need to use the movement and landing area has been demonstrated. Special permits shall be for a given number of trips, or a specific length of time. Permits shall be displayed at all times upon the vehicle to which issued, and designed for easy identification.

In order to qualify for a regular permit a vehicle must be equipped with:
(a) A functioning two-way radio capable of conversation with the airport control tower on ground control frequency; and
(b) A flashing red light placed upon the highest part of the vehicle, to be continuously operating while within the movement and landing areas.
Mowers, light tugs and airline gate service vehicles shall be exempt from the requirements set forth in subsection (a) above.
