§ 2-3.3 SAME — ADMINISTRATIVE REGULATIONS GOVERNING USE.
   The administrative regulations governing the use of City-owned vehicles shall make provision for:
   (a)   Assignment of pool vehicles on a specific use basis;
   (b)   Assignment of vehicles to individual positions on an eight (8) hour or work shift basis;
   (c)   Assignment of vehicles to individual positions on a twenty-four (24) hour basis;
   (d)   Use and operation of vehicles including safety equipment;
   (e)   Use of personal cars for City business.

§ 2-3.4 USE OF CITY VEHICLES.
   Use of City vehicles contrary to the regulations as promulgated by the City Administrator shall be a misdemeanor.

§ 2-3.5 CITY BUILDINGS — ALLOCATION OF SPACE.
   The City Council shall, by resolution, determine the use of space within City Hall and within City buildings adjacent thereto. Such determination for allocation or reallocation of space shall be made annually in connection with the approval of the budget of the City of Flint and at such other times as requested by the Mayor of the City of Flint with the approval of the City Council.

ARTICLE II. COMMUNITY BEATIFICATION COMMISSION
§ 2-4 ESTABLISHED; MEMBERSHIP.
   There is hereby established a Community Beautification Commission, to act in an advisory capacity to the City government of the City of Flint in connection with the artistic and cultural development of the City. Such Commission shall consist of eighteen (18) members to be appointed by the Mayor, subject to confirmation by a majority of the City Council. The Mayor shall solicit suggested nominations for such appointments from architectural, art, musical, literary, educational, museum, business, religious and other cultural and professional organizations.

§ 2-5 TERM OF OFFICE OF MEMBERS; VACANCIES.
   Original appointments to the such Commission shall be for one, two, three, four, five and six-year terms, with one-sixth of the terms expiring annually. Appointments made to fill terms expiring in 1977 and thereafter shall be for five-year terms. Vacancies for any reason shall be filled for unexpired terms by the Mayor with the approval of the City Council.

§ 2-6 COMPENSATION FOR MEMBERS.
   Members shall serve without compensation from the City or from any trust, donation or legacy to the City for their services as such members, but this limitation shall not preclude a member or his firm from receiving compensation from the City under contract or otherwise, for services rendered outside his duties as a member of said Commission.
