§ 2-41 DUTIES AND RESPONSIBILITIES OF DIRECTOR.
   The Director of the Department of Community Development shall have the following duties and responsibilities:
   (a)   The administration of Federal and State programs involving housing (except public housing); community development, renewal, preservation and conservation activities; relocation services; social services delivery programs; and such other Federal and State programs as may be designated by the Mayor or Federal statute;
   (b)   Shall, with the approval of the Mayor, have the authority to establish divisions within the Department and to appoint all subordinates and employees within the Department pursuant to personnel policies of the City developed pursuant to the provisions of Section 4-302 of the Charter.
   (c)   May, with the approval of the Mayor, adopt rules for the administration of the Department governing all personnel policies not governed by the provisions of Sections 4-301 and 4-302 of the Charter.

§ 2-42 MANAGEMENT OF FISCAL AFFAIRS.
   The management of the fiscal affairs of said Department of Community Development shall be the responsibility of the Director of Finance of the City of Flint.

ARTICLE XII. DEPARTMENT OF POLICE
§ 2-75 CREATED.
   There is hereby created a Department of Police in accordance with Section 4-203 of the Charter of the City of Flint.

§ 2-76 CHIEF OF POLICE TO BE HEAD OF DEPARTMENT; APPOINTMENT.
   The head of the Department of Police shall be known as the Chief of Police and shall be appointed by the Mayor with the approval of the City Council and shall serve at the pleasure of the Mayor.

§ 2-77 SERVING PROCESS; MAKING ARRESTS.
   The Chief of Police and all sworn officers of the Department of Police shall have the same powers as sheriffs in serving civil and criminal process and making arrests within the State, both within and without the City; they shall have the power to arrest, without process, any person who, in the presence of the arresting officer shall be engaged in violation of any State law or City ordinance and to detain such person until complaint can be made and process issued for his arrest, which complaint shall be made as speedily as possible after the arrest.
