§ 28-54 DRIVING THROUGH SAFETY ZONES.
   No vehicle at any time shall be driven through, upon or within a safety zone.

§ 28-55 SLOW OR HEAVY VEHICLES TO KEEP TO RIGHT IN SINGLE FILE.
   Slowly moving or heavily laden vehicles shall not be driven abreast upon any highway, but one must follow behind the other and keep as near to the right- hand curb as practicable.

§ 28-56 PASSING — VEHICLES PROCEEDING IN OPPOSITE DIRECTIONS.
   Drivers of vehicles proceeding in opposite directions shall pass each other to the right, and upon roadways having width for not more than one line of traffic in each direction each driver shall give to the other at least one-half of the main traveled portion of the roadway as nearly as possible.

§ 28-57 SAME — ON LEFT PROCEDURE.
   The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to those limitations, exceptions and special rules hereinafter stated:
   (a)   The driver of any vehicle overtaking another vehicle proceeding in the same direction shall pass at a safe distance to the left thereof, and when safely clear of such overtaken vehicle shall take up a position as near the right-hand edge of the main traveled portion of the highway as is practical.
   (b)   Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle. In every event the overtaking vehicle must return to the right side of the roadway before coming within 100 feet of any vehicle approaching from the opposite direction.

§ 28-58 SAME — SAME — LIMITATIONS.
   No vehicle shall be driven to the left side of the center of a two-lane highway or in the center lane of a three-lane highway in overtaking and passing another vehicle proceeding in the same direction unless the left side or center lane is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit such overtaking and passing to be completely made without interfering with the safe operation of any vehicle approaching from the opposite direction or any vehicle overtaken.
   (a)   No vehicle shall in overtaking and passing another vehicle or at any other time be driven to the left side of the roadway under the following conditions:
      (1)   When approaching the crest or a grade or upon a curve in the highway where driver’s view along the highway is obstructed.
      (2)   When approaching within 100 feet of any bridge, viaduct or tunnel, or when approaching within 100 feet of or traversing any intersection or railroad grade crossing.
      (3)   Where official signs are in place directing that traffic keep to the right, or by a distinctive yellow centerline or other markings.
   (b)   The foregoing limitations shall not apply upon a one-way roadway.

§ 28-59 SAME — ON RIGHT.
   (a)   A driver of a vehicle may overtake and pass upon the right of another vehicle which is making or about to make a left turn.
   (b)   The driver of a vehicle may overtake and, allowing sufficient clearance, pass another vehicle proceeding from the same direction either upon the left or upon the right of a roadway with unobstructed pavement of sufficient width for four (4) or more lanes of moving traffic when such movement can be made in safety. No person shall drive off the pavement or upon the shoulder of the roadway in overtaking or passing on the right.

§ 28-60 FUNERAL PROCESSIONS.
   (a)   All motor vehicles composing a funeral procession when going to any place of burial shall have the right-of-way over all other vehicles, except fire apparatus, ambulances and police patrol vehicles, at any street or highway intersection within this City, and may proceed against traffic signs, or signals, except on one-way streets; provided, that each vehicle in such funeral procession shall have displayed on the front thereof a flag which shall be white in color and upon which shall be printed, stamped or stained a purple cross.
   (b)   Any person passing through a funeral procession of vehicles designated as aforesaid, with a vehicle of any kind shall be deemed guilty of a misdemeanor.
   (c)   Each driver in a funeral or other procession shall drive as near to the right hand edge of the roadway as practicable and follow the vehicle ahead as close as is practicable and safe.
