DIVISION 1. GENERALLY
§ 5-47 COMPLIANCE.
   No person, firm or corporation shall operate or conduct a commercial aviation business at Bishop International Airport except in compliance with the provisions of this ordinance. For purposes of this ordinance, the word OPERATOR means any such person, firm or corporation, and the word OPERATION means any such business.

§ 5-50 PERSONNEL.
   Each operation shall have sufficient trained, available and qualified personnel on hand to provide an adequate level of service to the public. During hours of normal operation, the office of every operation shall be attended by at least one (1) person, or more as necessary to meet the public need. If aircraft are demonstrated or flown in connection with the operation, there shall be provided at least one (1) pilot with current rating and certification by the FAA appropriate to each type of aircraft, or more as necessary, to meet the public need. In addition, all air freight operators shall provide such additional personnel for freight handling and general traffic management as may be necessary; all aircraft fuel and oil dispensing operations shall provide at least one (1) person properly trained in the operation of the equipment and facilities; and all airframe and/or power plant repair operators shall provide at least one (1) person properly certified by the FAA to perform the type of repair service offered. In multiple operations, individuals may be assigned dual or multiple responsibilities where reasonable and feasible.

§ 5-51 HOURS OF OPERATION.
   Subject to other provisions of this section all operations shall maintain regular hours of operation when they shall be “open for business” with office personnel on hand. Except in the case of aircraft fuel and oil dispensing operations, normal hours of operation shall be at last from 8:00 a.m. to 5:00 p.m., Monday through Friday, whenever the airport field is operating and open to air traffic. Air freight operations may at their option provide “on call” service in lieu of regular office hours. Airframe or power plant repair operations shall provide at least one (1) properly certified mechanic “on call” on weekends whenever the field is operating. The schedules of Aviation Fuel Service, provided for by Ordinance No. 2031, of aircraft fuel and oil dispensing operations shall provide for minimum regular business hours with attendant on duty from sunrise to sunset, seven (7) days a week, and “on call” service during all other hours.

§ 5-52 LIABILITY INSURANCE.
   Every operator shall insure the operation and its premises against public liability, in a reputable company insuring the risks, and furnish proof of coverage to the City. Every policy shall require that a minimum of ten (10) days advance notice, in writing, of any substantial change in terms or cancellation or suspension of coverage be provided to the City. The minimum insurance required by this section shall be comprehensive public liability covering the premises and ground activities of each operation in the amount of $100,000.00 for any one (1) person injured, $300,000.00 for all persons injured in one (1) accident, and $100,000.00 for property damage. If the operation involves demonstrating or flying aircraft, the operator shall also carry aircraft liability insurance in not less than the same amounts. If the operation involves carrying passengers on flights, the operator shall also carry passenger liability coverage in amount not less than $100,000.00 for any one (1) passenger, and $300,000.00 for all passengers in one (1) accident.
