3-1-3: CITY FEES, FINES, AND RATES SCHEDULE:
   A.   Purpose: The purpose of this section is to formally establish the fees, fines, and rates (dollar amounts) to be charged by the City. Fees are subject to State Sales Tax where applicable.
   B.   Zoning Applications: Zoning applications shall consist of both a fee and escrow to be collected with the application. The fee is a nonrefundable charge for City administration. The escrow account is intended to cover City expenses related to engineering, planning, and legal expenses incurred in the processing of an application. The escrow is an estimate of costs. All applications include a written agreement between the City and the applicant whereby the applicant agrees to pay all applicable fees, charges, administrative, planning, engineering, and legal costs associated with the review and processing of any zoning application. If these expenses exceed the application escrow, the applicant shall be billed for these costs. If monies are not paid within thirty (30) days after the bill is sent to the applicant/landowner, the City will assess the aforementioned fees, charges, and/or expenses against the land subject to the development application.
