A handling and processing fee for each returned check will be assessed, effective immediately. The handling and processing fee is established in section 3-1-3 of this chapter. Appropriate bank fees will be added to the returned check fee to be paid to the City. The City Council shall periodically review the fee and update the fee by ordinance when necessary.
