Fees and charges for right-of-way permits including registration fees, excavation permit fees (hole, emergency hole, trench, testing results review and mapping), obstruction permit fees, small wireless facility permit fees, permit extension fees, and delay penalty fees shall be as established in section 3-1-3 of this Code.
