   The prima facie speed limit on the following portions of Old Conejo Road are hereby declared to be as follows:
   (a)   From Wendy Drive to Reino Road, forty-five (45) miles per hour.
   (b)   From Reino Road to its westerly terminus, forty (40) miles per hour.

   (c)   From City Limits to Westlake Boulevard, forty-five (45) miles per hour.
