Sec. 4-3.547.4. Rancho Dos Vientos Drive.
   The prima facie speed limit on the following portion of Rancho Dos Vientos Drive is hereby declared to be as follows:
   (a)   From Lynn Road to Borchard Road, forty-five (45) miles per hour.
