The prima facie speed limit on the following portions of Via Merida is hereby declared to be as follows:
(a) From Lakeview Canyon Road to Thousand Oaks Boulevard, forty (40) miles per hour.
(b) From Thousand Oaks Boulevard to Via Colinas, forty-five (45) miles per hour.
