The prima facie speed limits on all lanes within and adjacent to the following off-street parking facilities are hereby declared to be as follows:
(a) Within the Westlake Shopping Center, fifteen (15) miles per hour;
(b) Within the Village Glen Condominiums, ten (10) miles per hour;
(c) Within the Park Oaks Shopping Center, fifteen (15) miles per hour;
(d) Within the Los Robles Inn, fifteen (15) miles per hour;
(e) Within the Conejo Village Mall Shopping Center, fifteen (15) miles per hour; and
(f) Within the Granada Gardens Apartments, fifteen (15) miles per hour.
