Sec. 4-3.547.5. Rancho Road.
   The prima facie speed limit on the following portions of Rancho Road are hereby declared to be as follows:
    (a)   From Hillcrest Drive to Thousand Oaks Boulevard, thirty-five (35) miles per hour.
   (b)   From Thousand Oaks Boulevard to the southerly City limits, forty (40) miles per hour.
