Sec. 4-3.515. Bridgegate Street.
   The prima facie speed limit on the following portions of Bridgegate Street are hereby declared to be as follows:
   (a)   From Westlake Boulevard to Valecroft Avenue thirty-five (35) miles per hour.
   (b)   From Valecroft Avenue to its westerly terminus, thirty (30) miles per hour.
