Sec. 4-3.557.6. Via Ricardo.
   The prima facie speed limits on the following portions of Via Ricardo are hereby declared to be as follows:
   (a)   From Rancho Dos Vientos Drive to Via Rincon, thirty-five (35) miles per hour.
   (b)   From Via El Toro to Borchard Road, thirty (30) miles per hour.
