Sec. 4-3.542. Newbury Road.
   The prima facie speed limit on the following portions of Newbury Road is hereby declared to be as follows:
   (a)   From Michael Drive to East Kelley Road, thirty-five (35) miles per hour.
   (b)   From East Kelley Road to Haigh Road, forty (40) miles per hour.
