Sec. 4-3.548.1. Route 23 Northbound and Southbound Connection Roads.
   The prima facie speed limit on the following portions of the Route 23 northbound and southbound connector roads is hereby declared to be as follows:
   (a)   From Thousand Oaks Boulevard to Hillcrest Drive, forty (40) miles per hour.
