Sec. 4-3.547.3. Rancho Conejo Boulevard.
   The prima facie speed limits on the following portions of Rancho Conejo Boulevard are hereby declared to be as follows:
   (a)   From Northerly terminus to Lawrence Drive, forty-five (45) miles per hour.
   (b)   From Lawrence Drive to Route 101 Freeway, forty (40) miles per hours.
