The prima facie speed limit on the following portions of Conejo School Road is hereby declared to be as follows:
(a) From Hillcrest Drive to Thousand Oaks Boulevard, thirty (30) miles per hour.
(b) Except as provided in subsection (a), from Willow Lane to Ranch View Place, thirty-five (35) miles per hour.
