For the purpose of this Article, the following terms shall have the meanings ascribed to them:
BARBER: The term "barber" shall mean any person engaging in the practice of barbering as defined in Illinois Revised Statutes, 1979, chapter 111, paragraph 1608.
BARBERSHOP: The term "barbershop" means a fixed place of business wherein barbering is practiced and carried on.
A. Every barbershop shall be located in a building or room which is well ventilated and well lighted and of such construction that it may be easily cleaned.
B. All barbershops, together with the furniture, fixtures, instruments and linen, shall be kept in a clean, orderly and sanitary condition at all times.
C. All barbershops shall be at all times supplied with hot and cold running water. All bowls, basins, jars and like receptacles shall be antiseptically cleaned immediately after using.
D. Combs and hair brushes shall be kept in a sanitary condition at all times and shall be cleaned thoroughly with soap and hot water after each use. All razors, shears, clippers and appliances shall be sterilized, immediately after being used, by boiling water or steam sterilization or by proper use of approved liquid germicides.
E. Glass or metal articles which cannot be boiled shall be cleaned in soap and water, wiped in alcohol, or immersed in an approved germicidal solution for not less than one hour.
F. Only unused, freshly laundered towels, including dry towels, steam towels or wash clothes shall be used for each patron. All clean linen must be kept in a closed cabinet until used. The headrest must be covered with a freshly laundered towel or fresh paper before using for each patron. In cutting the hair of any person, a freshly laundered towel or fresh paper neck strip shall be placed about the neck so as to present the hair cloth from touching the skin.
G. The use of lump alum, styptic pencils, finger bowls, shaving mugs, powder puffs and sponges is prohibited. The use of styptic or alum in powder or liquid form and individual applicators is permitted.
H. No barber having a contagious or infectious disease shall be permitted to work in a barbershop.
I. No barbershop shall be used as a place in which to sleep.
J. All tools, instruments or appliances shall be thoroughly sterilized immediately after their use upon any sick person.
K. Every barber or other employee shall wash his hands thoroughly immediately before and after serving each customer and shall, while serving customers, wear a clean, washable apron or coat.
L. A copy of these regulations shall be posted in a conspicuous place in each barbershop for the information and guidance of persons working or employed therein and for the public at large.
M. For the purpose of regulating the sanitary conditions in barbershops, the sanitary rules for barbershops promulgated by the Illinois Department of Registration and Education are hereby adopted insofar as they are not inconsistent with the requirements of this Article. Three (3) copies of such regulations shall be on file in the office of the Village Clerk for public inspection.
N. It shall be the duty of every barber to conspicuously display his certificate of registration as issued by the Illinois Department of Registration and Education at all times in front of his work stand or mirror where it may readily be seen by all persons whom he serves. (Ord. 1981-0-70, 10-5-81)
There is hereby adopted for the purpose of regulating "going out of business sales", an Act of the State of Illinois, entitled: "An Act to Regulate the Sale, Representation and Advertising of Goods, Wares or Merchandise to Prevent the Fraudulent Sale Thereof, to Provide Penalties Therefor and to Repeal Act Therein Named" 1 , approved July 23, 1959, as amended. Three (3) copies of such Act have been and now are on file in the office of the Village Clerk, and available for public use, inspection and examination.

In addition to the requirements of said State Act, if the applicant having a going out of business license is a lessee on the premises where the business is conducted, no such license shall be issued hereunder and no such sale shall be conducted unless the applicant has advised the lessor of the premises, in writing, that the applicant requires that the existing lease be terminated and that such request to terminate shall be irrevocable during the period covered by the license.
It shall be unlawful for any licensee hereunder to continue in business or to have an interest in any continuing business on the premises where the going out of business sale took place for a period of two (2) years after said sale. Each day that the licensee continues in business in violation of this Section shall be a separate offense. (Ord. 1981-0-70, 10-5-81)
