Every person making a connection with the water system or plant of the Village or using water therefrom, shall make such connection and use such water and maintain the same, subject at all times to the provisions and conditions of this Code or other ordinances of the Village, in force or to become in force at any time during the period such connections are maintained, or such water is used, and shall in all respects conform to the provisions and conditions of this Chapter.
