8-14-7: ISSUANCE OF LICENSE:
If the premises, operators and vehicles of the proposed day or night care center conform to the requirements of this Article and all other applicable ordinances of the Village and requirements of the State of Illinois, then upon payment of the required fee the Clerk shall issue the license.
8-14-8: REVOCATION OF LICENSE:
A day or night care center license may be denied or revoked for violation of the provisions of this Article or of the State Statute entitled "Licensing Standards for Day and Night Care Centers" and the rules, regulations and minimum standards promulgated thereunder.
8-14-9: HEARING:
A hearing on issues related to the licensing of a day or night care center shall be held before the Board of Health which shall be designated as the "hearing board" by the Board of Trustees.
Said hearing shall follow all provisions of Section 8-1-15 of this Code except as modified by specific language contained in this Section.
The decision of the Board of Health shall be final.

8-15-1: DEFINITIONS:
The following words and phrases shall have the meanings, and are hereby defined, as follows:
JUNK: Shall mean and include old iron, chain, brass, copper, tin, lead or other base metals, old rope, old bags, rags, waste, empty bottles and articles and things discarded or no longer used as a manufactured article.
JUNK DEALER: Any person who operates a place of business for the sale of junk, or who travels from place to place within the Village for the purpose of purchasing junk or collecting junk for resale or makes a business of purchasing junk from anyone who desires to sell it.
8-15-2: VEHICLES:
Every vehicle used by a junk dealer in the conduct of his business shall bear thereon the name and address of the owner and proprietor thereof, in characters at least two and one-half inches (21/2") in height. Only motor vehicles of the second division, defined in section 1-146 of the Illinois Motor Vehicle Code, shall be used for the collecting of junk or scavenging.
8-15-3: BOND:
Every person licensed as a junk dealer shall, at the time of receiving such license, give a bond to the Village, with corporate sureties to be approved by the Village in the penal sum of one thousand dollars ($1,000.00), conditioned upon the due observance of all such ordinances of the Village as may be in force or passed respecting junk dealers at any time during the continuance of such license.
