The sewage surcharge is fixed by Council and is levied for any person whose premises are served by a sanitary sewer connection and who discharges wastes other than normal sewage into the sewerage system. The charge shall be based upon the strengths of suspended solids, B.O.D. and C.O.D. in excess of the limits of the constituents defined for normal sewage and set at 280 milligrams per liter of suspended solids, 240 milligrams per liter of B.O.D. and 500 milligrams per liter of C.O.D. in relation to the volume of discharge of sewage or industrial waste.
The sewage surcharge for any sewage, industrial waste, water or other liquid above normal sewage shall be determined as provided in these rules and regulations.
(`80 Code, § 1036.01) (Ord. 1584, passed 10-18-82)
(a) The surcharge for extra strength waste shall be based on the applicable constituents of the waste water as follows:
(1) B.O.D., five days at 20º C.; and
(2) Total suspended solids.
(b) Whenever the wastes are ruled acceptable for waste water treatment and the waste water contains B.O.D. and/or suspended solids in excess of normal sewage, the excess shall be subject to a surcharge derived in accordance with the following formula:
SC = [(SS-280) x F x 8.34 x Cs] +
[(BOD-240 x F x 8.34 x Cb] = F x 8.34 x
[(SS-280) Cs + (BOD-240) Cb]
Where:
SC = Total surcharge based on average daily flow
SS = Total suspended solids in wastes as discharged in milligrams per liter
280 = Suspended solids concentration in normal sewage in milligrams per liter
F = Flow in millions of gallons per day of wastes as discharged
Cs = Cost to treat one pound of suspended solids in cents per day per pound
BOD = Total B.O.D. in wastes as discharged in milligrams per liter
240 = B.O.D. concentration in normal sewage in milligrams per liter
Cb = Cost to treat one pound of B.O.D. in cents per pound per day.
(`80 Code, § 1036.02) (Ord. 1584, passed 10-18-82)
Whenever a waste cannot be analyzed by a B.O.D. test, the C.O.D. result shall prevail in calculating the surcharge. Whenever both testing methods are possible, duly authorized employees of the village shall determine which analysis shall apply in computing the surcharge based on which will provide the higher surcharge.
