(a) Whenever the village finds that any user has violated or is violating any of the provisions of this chapter, or any prohibition or limitation of requirements contained herein, the village may serve upon such person a written notice stating the nature of the violation. Within 30 days of the date of such notice, a plan for the satisfactory correction or the violation shall be submitted to the village by the user.
(b) Violations include, but are not limited to:
(1) Failure of a user to factually report the waste water constituents and characteristics of the discharge;
(2) Failure of a user to report significant changes in operations or waste water constituents and characteristics;
(3) Refusal of reasonable access to a user's premises for the purpose of inspection or monitoring; and
(4) A violation of a condition of a permit.
