(a) The rates or charges to be collected from all persons having premises connected to the sewer service system within the territorial limits of the village may be increased up to 3.5% per year as recommended by the Village Administrator and authorized by Village Council in the manner set forth below.
(1) The Administrator is hereby authorized and directed to annually propose for Council's review and approval a rate schedule for sewer rates.
(2) Council shall review the proposed rate schedule and make any necessary changes prior to approval of the schedule but, in no case, shall the rate schedule be approved later than the second regularly scheduled Council meeting in January of each year.
(b) Bills shall be issued on a bi-monthly basis and have a minimum charge for 200 cubic feet. Bills issued under this section may be prorated based on move-in and move-out dates according to the rate schedule effective for that billing cycle.
(c) The rates or charges to be collected from all persons having premises connected to the sewer service system outside of the territorial limits of the village are, as hereinafter set forth and are to be issued on a bi-monthly basis.
(1) Charges outside the territorial limits of the village shall be as provided for in division (a) hereof, plus an additional 75%.
(2) Connection to the sewer system by a user not located within the village territorial limits is subject to Council's approval.
(d) An "EPA Compliance Fee" to fund mandated repairs and improvements to the sewer treatment plant and collection system in order to comply with current and future NPDES Permit requirements and discharge limits shall be added to each bill issued by the Village of Jefferson.
(1) The EPA Compliance Fee shall be $4 per month and shall be collected from all persons having premises connected to the sewer service system and paid into the Sewer Improvement Fund #509.
(2) The EPA Compliance Fee and amount shall be reviewed annually and adjusted by ordinance as warranted.
