When required by the village, the owner of any property served by a building or plant sewer or sewers carrying industrial wastes shall install a suitable manhole or manholes together with necessary meters and other appurtenances in the building sewer to facilitate observation, sampling and measurement of the combined wastes from such premises. Such manhole, when required, shall be accessible, safely located and constructed in accordance with plans approved by the village. The manhole shall be installed by the owner at his or her expense and shall be maintained by him or her so as to be safe and accessible at all times. Such manhole shall be provided by the owner within 90 days after it has been required. The manhole shall be constructed and designed as provided for by the village.
