No air meets, aerial demonstrations or other special activities, whether on the ground or in the air, shall be held at the airport other than by permit granted by the City Council. Prior to the issuance of any such permit, the applicant shall deposit with the City Clerk an indemnification agreement holding harmless the City against all liability which may arise from the applicant’s activities, together with a policy or certificate of insurance protecting the City and third persons, in amounts determined by the City Council and in companies and in a form satisfactory to the Chief Legal Officer.
