ARTICLE I. IN GENERAL
§ 5-1 DEFINITIONS.
   For the purpose of this ordinance, the following words and phrases shall have the meanings respectively ascribed to them by this section:
   AIRPORT. Bishop International Airport, located at Flint, Michigan.
   AIRPORT CONTROL ZONE. The area of air above the ground for a radius of five nautical miles from the airport, as modified by the Administrator, FAA, for appropriate instrument approaches, within which aircraft are subject to the orders and authority of the airport control tower.
   APPROACH CONTROL FREQUENCY. The radio frequency in use by the airport control tower for communicating with aircraft approaching the airport while operating under IFR (Instrument Flight Rules).
   APRON. Any paved area for use of aircraft other than taxiways or runways.
   DIRECTOR OF AERONAUTICS. The individual duly appointed by the Mayor to manage the Department of Aeronautics, or such person as may be authorized to carry out the duties of that position in the event of his absence or a vacancy in such position.
   FIRE WATCH. A person assigned, with suitable fire extinguishing equipment at the ready, having no other duties, at the scene of an operation with fire-producing potential, to combat any fire or eliminate any fire hazard.
   GAS SERVICE AREA. Any area in the immediate vicinity of fixed gasoline dispensing equipment, and any area so designated and posted by the Director of Aeronautics.
   GROUND CONTROL FREQUENCY. The radio frequency in use at the airport for communicating with aircraft on the ground, vehicles and other ground equipment.
   LANDING AREA. The area of the airport designated for the landing and takeoff of aircraft, including the runways and certain sodded areas.
   MOVEMENT AREA. Those areas of the airport designated for the transiting of aircraft on the ground and vehicles from one location to another, including taxiways, aprons, ramps, roads and certain sodded areas.
   RAMP. The portion of any apron which is immediately adjacent to and forms a part of the entrance to a hangar.
   RESTRICTED AREA. Any area designated and posted by the Director of Aeronautics wherein entry or use thereof is limited.
   RUN-UP. The operation of an aircraft engine, while standing stationary, for purposes of warm-up, testing, inspection or the like.
   RUNWAY. A paved area in the landing area designated exclusively for the landing and takeoff of aircraft.
   SAFETY CAN. A brilliant red colored container with safety closure equivalent to Type 1 as approved, listed and labeled by Underwriters’ Laboratories, Inc.
   TAXIWAY. Those areas in the movement area designated for the ground movement of aircraft and vehicles.
   TOWER FREQUENCY. A radio frequency in use by the airport control tower for communicating with aircraft engaged in flight operation.
   TRAFFIC PATTERN. The standard flight path within the airport control zone for aircraft operating in the vicinity of the airport, to be followed under the direction and subject to the authority of the airport control tower.

§ 5-2 PURPOSE OF CHAPTER; COMPLIANCE WITH OTHER REGULATIONS.
   This ordinance is adopted in the interest of and is designed to promote public safety, health and welfare. Every person firm or corporation shall comply with and obey all provisions and requirements contained herein and orders of the Director of Aeronautics issued pursuant hereto.

§ 5-3 FISCAL YEAR OPERATION.
   The Bishop Airport shall be operated upon the basis of a fiscal year beginning on July 1 of each year and ending on June 30 of the following year.

§ 5-4 RESPONSIBILITY FOR SUPERVISION AND CONTROL.
   The operation, maintenance and management of the Bishop Airport shall be under the immediate supervision and control of the Director of Aeronautics.

§ 5-5 CHARGES FOR USE OF PROPERTY AND FACILITIES.
   Charges for the use of the properties and facilities of Bishop Airport and the services rendered in connection therewith, shall be as prescribed in Ord. 1423, as amended.
§ 5-6 COLLECTION OF RENTALS.
   All rentals shall be paid monthly in advance. Revenues through coin machines shall be collected monthly or more often as the machines are emptied. Charges for gasoline shall be paid in cash at the time of delivery except in certain cases where monthly credit accounts shall have been approved by the Director of the Department of Finance.
