§ 39-13 SAME — COMMERCIAL.
   Garbage intended for collection from establishments for group eating such as clubs, restaurants and institutions; and establishments such as markets, commission houses, grocery stores, fruit and vegetable stands, bakeries, canneries, butcher shops and similar establishments, need not be wrapped. Properly stored commercial garbage shall be collected by the Department of Public Works and Utilities under such rules and regulations as the Director of Public Works and Utilities shall from time to time establish. Undrained garbage of liquid or semi-liquid nature will not be collected, whether in containers or not. No garbage or food waste of any description shall be placed or stored in an uncovered receptacle, nor shall garbage be burned in any receptacle or unapproved incinerator.

§ 39-14 RUBBISH.
   Properly stored domestic rubbish shall be collected by the Department of Public Works and Utilities. The burning of rubbish in open fires is prohibited except as authorized by this Code or other ordinances.

§ 39-15 DEAD ANIMALS.
   All small dead animals, if kept separate from garbage and rubbish will be collected without charge upon notice to the Department of Public Works and Utilities; provided, that a charge will be made by the Department of Public Works and Utilities for all such animals collected from animal hospitals, kennels and the like. Owners shall be responsible for the removal and disposal of large dead animals weighing over 100 pounds.

§ 39-16 ANIMAL AND FOWL MANURE.
   Animal and fowl manure and other noxious wastes from commercial establishments shall be considered as commercial rubbish. After due notice, the Department of Public Works and Utilities shall be responsible for its collection and disposal on the terms and conditions provided in this chapter for commercial waste. The manner of notification shall be prescribed by the Director of Public Works and Utilities. Manure from domestic pets shall be, like garbage, wrapped and placed in rubbish receptacles.

§ 39-17 INFECTIOUS MATERIALS.
   All materials which may be infectious such as bandages, dressings, sputum cups, soiled tissues and the like from hospitals, clinics, convalescent homes, nursing homes, doctor’s offices or any other source shall be burned in an incinerator approved by the Department of Building and Safety. Where incineration approval cannot be granted by the Department of Building and Safety, these infectious materials shall be wrapped and placed into the rubbish receptacles or otherwise disposed of in a manner acceptable to the Director of Health.

§ 39-18 DOMESTIC WASTE.
   It shall be unlawful for any person within the City to deposit or place any combustible material in any lane, street, alley or public place within the City or upon any private property therein whether owned by the persons or not, unless the same be properly prepared for collection as provided in § 39-12.

§ 39-18.1 COMPOST MATERIAL.
   All compost materials for collection shall be placed in paper bags with a maximum capacity of 32 gallons or an open container with a maximum capacity of 32 gallons, or as required by the City’s landfill and/or compost contractor.
