All small dead animals, if kept separate from garbage and rubbish will be collected without charge upon notice to the Department of Public Works and Utilities; provided, that a charge will be made by the Department of Public Works and Utilities for all such animals collected from animal hospitals, kennels and the like. Owners shall be responsible for the removal and disposal of large dead animals weighing over 100 pounds.
